NEW HAVEN, Conn. --A popular city police officer died Saturday, four days after being struck by a sport utility vehicle driven by a federal judge who is a cousin of former President Bush, New Haven's mayor said
Breaking News Alerts Officer Dan Picagli, a 17-year veteran of the force, was hit while working an extra-duty job directing traffic in the rain Tuesday night in a dimly lit section of Chapel Street.

"Officer Picagli was more than a cop," New Haven Mayor John DeStefano said in a written statement Saturday. "He was someone who brought people together, who created a sense of community. He was a life enhancer to all with whom he came in contact. More than any memorial, his basic decency will keep his memory vibrant in our city."

Picagli was wearing a black rain coat and a reflective vest when he was struck.

The driver of the SUV that hit Picagli is John M. Walker Jr., a senior judge on the 2nd U.S. Circuit Court of Appeals in New York, who lives in Connecticut and maintains court chambers in New Haven. He was leaving work when the accident happened, police said.

Walker, a 1962 Yale graduate, was appointed to the federal bench by President Reagan in 1985. He was appointed to the 2nd Circuit in 1989 by his cousin, former President George H.W. Bush.

No charges have been filed.

New Haven police chief Francisco Ortiz said a long investigation will be required to determine what happened, but police did not feel it was necessary to test Walker for drugs or alcohol. Walker stopped his vehicle immediately after the accident, Ortiz said.

Walker, 65, voluntarily stepped down as chief judge Oct. 1 and took the status of senior judge, said spokeswoman Karen Milton, circuit executive for the appeals court.

I don't know how many people heard about the Manchester cop that was killed a week or so ago but more infocame about aboutthe incident. if this doesn't make you hate dirtbags then nothing will. Apparently this piece of shit that shot the yong cop was saved 3 years earlier by the same cop.

In March 2003, Briggs responded to a shooting at a Manchester apartment. The victim was Michael Addison, who was shot in the collarbone, police said. Briggs was the first officer on the scene; he started giving first aid to Addison.

"I guess you could say it's ironic that in Michael Addison's time of need, it was Michael Briggs who responded," Sgt. Nick Willard of the Manchester Police Department told WMUR-TV on Thursday. "I think him treating Michael Addison for a gunshot wound back in 2003 is a testament to what Michael has done since the day he became a police officer — indiscriminately helping others."

Addison, 26, of Manchester, is charged with capital murder in the shooting death of Briggs, 35, who died Tuesday. Addison was arrested in Boston on Monday and remains jailed there on $2 million bail while he fights his return to New Hampshire, where he could be sentenced to death if convicted.

Ya,... this guy was some piece of work, they should just hand him over to the family of that cop and let them deal with him. You know whats really sad is he'll go to jail and be a fuckin hero for killing this cop. The prisoners will love him. Piece of shit.

Maybe Duval Patrick can come up and defend him.. Then you NH boys can drag them both out and beat them to death.. And yea the Prisoners may love him for killing a cop, but rest assure the Gaurds won't... They will make sure he gets a good Cell mate.. "Mate" being the key word..
