Say I lived in one town for a year and owned 4 cars during that year all (not all at once.. just one at a time).. would I have to pay excise tax on each car, or just pay once for one car for the whole year?

Also, how is the excise tax cost determined?

You would have to pay excise tax on each car for the period that it was registered. The tax can vary by area and is a certain dollar value per $1000 of vehicle value.

Each car is prorated by how much you first paid and how much time is left in the year, if you say had a lexus and paid $500 and sold it and bought a ford escort, and the excise due was $25, you would have to fill out an abatement for the refund..

That doesn't make any sense. Why would you sell a Lexus and buy an Escort?

just an example, that if they owe you a refund, but I'm pretty sure when you trade or sell said car and by another or not, you need to fill out a form for the difference in $$, and maybe by the time you die you will get it back..

You bend over, they pull all your money out of your ass. Same as any other taxes.

Oh, and use it for everything that the tax ISN'T collected for.

File the abatements. I did the same thing 3 years ago. 4 cars, 1 year. Make sure you send them copies of the transferred reg and bill of sale or whatever else they require these days. I got my refund checks within a couple weeks.

You will probably receive 4 bills... all for the entire year. You will need to visit the town hall and ask for an abatement. You need a bill of sale / transfer on all cars proving you no longer own them. It's such a pain in the ass. They know exactly when you bought the car, but care less when you sell it... that you need to prove.
