Rain Gear pants with stirrups

Could someone please shed some light on why tucking your rain pants into your boots is a better way to keep the rain out than using the pant cuff over the top of the boot?

Am I missing something here? The company also sells covers for your boots, is that supposed to make up for tucking the pants leg into the boot?

What types of rain gear do you carry or wear? Recommendations are appreciated.
