When a car is stopped for a left turn, it is safe and legal to pass this car. Why, then, is it not legal to pass a car that is stopped in traffic? If the car was moving, I can see "lane-splitting," but if the car is not moving, isn't it just like passing a stopped car waiting for a left turn?

It's going to take a while longer here. Most still have the, you cut me in line mentality vs. one less car in front of them.
