The fuckwit was doing donuts before nearly hitting the guy taking the trash out. The car coming up the street at the very end may be an unmarked cruiser. It had flashing lights in the back window.

People tend to forget that there's a social contract in America of handling assholes with padded gloves because ones mans asshole behavior is another mans "protected freedom" and semantics get determined in court, not by vigialantes.
Classic example of in any situation everyone can be assholes.

Two wrongs don't make it right. Sorry but that trash barrel getting tossed into the rider while excellent in producing a viral video could have led to serious injury. Did the rider deserve it? YES! But those people in the tent down the street didn't deserve their night ending with a bike in their lap.
Everyone loses in this modern society. Where is the social contract that people follow in public? Imagine not going out of the house without a suit, tie and a hat? Imagine never hearing swear words used any time in public? Please mute your brains and allow the social media to program you to this sound track. Seriously DEVO was way ahead of their time.

Pretty sure road ragers aren't justified in beating up people when they don't like how others drive.
You were right with your first sentence that its two wrongs. One is a ticket offense, other is arguably assault.
America is build as being the land of the free and you're innocent to do whatever you want until cops, judges and juries say otherwise. Innocent until proven guilty. Vigilantism isn't allowed to stop you.
As I've preached before. This system is easily abused by assholes but it is what it is. If you have a moral code you're only handicapping yourself from advancement against those that don't play by same rules of limit themselves with morals.

“I was knocked unconscious, and when I woke up there was a woman standing over me saying, ‘I’m a nurse,'” Woodley recalled. “I was so dazed, I didn’t even realize I had blood all over me and that my head was busted open.”
Woodley said he was rushed to Rhode Island Hospital where he was treated for several broken ribs, a dislocated shoulder and a gash on his head.

No surprise. Once somebody labeled is armed and dangerous or even perceived as armed and is evading arrest, padded gloves come off and sympathy disappears.
Also fun tidbit, it was essentially an approved maneuver by an on duty trained officer
According to Sheriff Shannon Dicus, the deputy called in to officially place himself "on-duty" to assist with the actively unfolding chase.
Conceptually, that rider absolutely deserved to have a literal and figurative trash can thrown at him.
However, like many things differentiated by "should have" and reality, it was a poor choice that led to the injury of several people.
A competent attorney will successfully argue that the rider, while committing traffic infractions, posed no immediate threat to the public and that the person who threw the trash can (and by agency their employer) was, in fact, the proximate cause of the accident and is responsible for the victim's injuries.
Still, the bike continuing without the rider is a very good example of the fact that a moving motorcycle wants to stay upright and keep going as long as it has sufficient momentum.
This is one of those problems where you need to work backwards from the results and do the least amount of damage to the people. There's no good ending. Tinnitus is a serious injury. Damage was done the second he pegged the throttle. The first best ending would have been the rider eating pavement and the bike hitting a brick wall with no trashman. The 2nd best ending is just the hearing damage, however that would result in the rider getting away with it. So if trashman didn't act, the rider likely will go do it again and again. So 3rd best ending is trashman with bike hitting wall. 4th best is what you've got here.

However after fines and this becoming a distant memory this rider will likely be an asshole in public again in no time.
The absolute root cause here is that the rider either didn't see anything wrong with what he did for attention or even worse he actually enjoyed "trolling". Neither one of those things will be changed or rewired by the events that took place and there's a whole generation of kids that are growing up to be proud of being this kind of people and our system does very little to discourage it as people that are perceived as "assholes" by many of us often find success in American life.
With that said the system does appear to be throwing the whole book at him as he had clear disregard for any laws or rules such as insurance or registration and brazenly was an asshole in public while being many traffic laws.
"Michael Carnevale, 19, will be charged with reckless driving, which is a misdemeanor charge.
Carnevale was initially cited for operating a motorcycle without a license, insurance or registration after the incident on Saturday, but has also since been cited with seven other moving violations.
The person who threw the trash can at Carnevale has not yet been identified by police, though Col. Oscar Perez said they will be held accountable for their actions."

Trash can tossed at motorcyclist on Federal Hill leads to felony charge
Felony seems extreme, littering maybe....A Cumberland man who is accused of causing a motorcycle crash in the Federal Hill neighborhood on June 6 by throwing a trash can at the recklessly driving motorcyclist faces two felony charges, according to Providence police.
The 35-year-old threw the large object at a 19-year-old Johnston man motorcyclist who is accused of driving recklessly along Atwells Avenue during Feast of St. Joseph Celebrations in the neighborhood.
The Cumberland man was arrested and charged with felony assault and criminal negligence, said police, adding that his throwing of the trash can caused the motorcyclist to lose control and crash.
The motorcyclist was injured due to the crash, police say.
"The safety of everyone attending community events in Providence is our top priority," said Providence's police chief, Col. Oscar L. Perez Jr.
The arrest was the result of an investigation carried out by police detectives who interviewed numerous witnesses, gathered recorded statements, and collected surveillance imagery, police say.
"Dangerous conduct that jeopardizes public safety carries real consequences, and our department remains committed to holding individuals accountable when their actions put others at risk," Perez said.
The motorcyclist is charged with reckless driving and cited with numerous moving violations. Police have said he bypassed traffic control barriers.
Both men are accused of lawbreaking during the three-day St. Joseph's Day festival, which ran from June 5 to June 7.
Some streets were shut down at the time of the crash near 222 Atwells Avenue, police said.
Video from the scene showed a motorcycle rolling through one of the closed sections. It also showed someone throwing a trash barrel.
The incident happened at about 11:42 p.m. and involved a motorcyclist bypassing traffic control barricades in the area of 222 Atwells Avenue and subsequently losing control of the motorcycle, resulting in the crash, the police said in an emailed statement.
Following the viral incident, both men faced court appearances:
