I rode for 28 years and 150,000 miles on bikes and never turned a bike upside down and Va. dropped the requirement on all Va. riders in June 2009 right when I bought a $14,000 Councours14. So I took the course--on a Kawi KN250 or some such which had been crashed 90 times before the buttheads down there put me on it. I passed all their stupid little exercises and watched them flunk ten of twenty larval-stage bikers who crashed as a result of their MSF instruction. When I reported that, half the MSF community up here came down on me for complaining about the shitty bikes and shitty instruction down in Va. I'm sure MSF instructors here are better than down south in Andy Griffith territory, but still, Deggs, let the record show, I offered lobsters and scotch to make up for the perceived insult.

Careful is all fine and dandy, but if you HAVE to take the course to get a motorcycle endorsement on your license, what's insurance got to do with it? If you HAVE to do MSF basic to get a motorcycle endorsement on your license (and insurance on a bike) and you already have it, why take MSF basic again? Makes me wonder how many peeps are wandering around on bikes without the endorsement and insurance. Just asking. I'm ugly, but I mean well..

In Massachusetts, it's not a requirement to take the MSF Course to receive your endorsement. That's why the Insurance companies give a discount on your policy because you have extra training that not everyone has, which means you are slightly less likely to have a crash and file a claim.
Also, in Massachusetts, you can't legally get a license plate for your motorcycle without Insurance. Nor, can you renew your registration yearly without insurance. There's a sticker on every civilian license plate that says when the registration expires.
That doesn't mean asshats don't ride around without insurance or an endorsement, just means it's a lot less likely than you think.

Gotcha..Va. started requiring the course no matter what. Man, I've been with State Farm without wrecks or tickets for so long I'm flat run out of discounts for them to give me and they didn't care about the course.

I would call the riding school and ask. This is the first time I have seen this deal but that's not to say they don't do it at the end of every season.
