I think the low-tech way is a bribed employee at the dealership. Don't they keep all that info on file to make duplicate keys? Record the VIN one day, return with a key the next.

Reading my Aprilia manual, I don't know if its that simple. I had to enter a security code in the bike when I first bought it, the reason according to the manual was a backup if one key was lost, the code is needed to program the new key. Also from what I've read, if someone slips the wrong key in my bike, it won't start until I enter my code, along with the correct key. Not sure how true it all is in the real world, but that's what the owners manual says

Things have changed as far as how and to whom keys are issued but yes, a bribed employee could perform such an act.
