I've heard it's as simple as your contact information (including race number, etc), when/ how you got licensed plus your racing acheivements or brief synopsis of such.
I have people take care of that for me so I'm not sure what exactly goes into it.

When I made mine for ECK Racing, I used a typical MS Word resume template with:
Name,
contact info,
an objective (promote sponsors, broaden my club racing experience, etc etc.)
an outline of my riding/racing experience,
when/where I got my race license,
a brief description of my bike & what brands I used to modify it,
and a table of my past race results.
