From what I can tell, the clicking is coming from the Fuel Pump Relay
Dead battery, not enough juice to actually activate the pump?
Battery is suspect, but I hooked it up when it was good, even tried without a battery and running off a jump starter. All the same.
Unplug the fuel pump, does the behavior change?
Yes, nothing happens (no clicking or anything), but if I hit the starter, the normal clicking like there's not enough juice.
You have a multimeter?

Getting a new battery, will check when thats in.
