Is it really as simple as taking the bolts/nuts out, drilling it, put it back in and wire it to LRRS/CCS rule? Or this is something that needs to be done with a special technique?

1/16" drill bits. "Bits", because you will destroy them quickly...especially as you learn. Don't need fancy ones, regular HSS is fine. Once you know what you're doing you should be able to drill multiple parts easily w/ a single bit. If you're going thru 1 bit per part, you're doing something wrong.
General drilling tips:
Center punch before drilling. Always.
Drill press helps a ton, electric hand drill will work
Use a cutting fluid
Drilling jigs not necessary, but vise probably is.
Some bolts can be drilled on the bike; on the bench is more betterer
If drilling threaded part, use a junk bolt or nut to help prevent damage to threads
Have a 1/16" punch & hammer so you can push the inevitable broken bits out of the part you're trying to drill
A 6-pack of your favorite brew.
