Helmet is #1 because, as mentioned, your head is fragile and the most likely area of serious injury in an accident.
Gloves come next for me because my hands are fragile and without them I am out of work. Also, we have a natural tendency to put our hands in front of us in a fall to protect our head.
From there it's a simple matter that statistically, the chance of significant injury in a motorcycle crash is highest at the feet and decreases as you move up the body (excepting the head and hands). This is probably counterintuitive to most, but I've read data that confirm this.

A jacket is the only thing I will consciously leave the house without, although thats very rare. Every now and again, usually when Id visit the ex in CT Ill take my helmet off when I got off the highway, but Id have the rest of my gear still on. Ill only wear sneakers if I'm riding to work, but Ill have the rest of my gear on. I always wear pants, cause shorts burn. So umm, it depends.
1 - helmet...can't do shit if your dead
2 - back protector...cant do much if you are paralyzed
3 - gloves...atleast you can dress your wounds yourself.
4 - boots..something witty about walking
5 - jacket...road rash sucks more when you cant reach it to put neosoprin on it
6 - pants....road rash sucks

Helmet and gloves, never go without. Fieldsheer suit for commuting, except summer when it's mesh overpants and jacket. I am prone to riding around town in jeans and a t-shirt, boots, gloves and helmet.
I think this comes from cycling a lot. We think nothing of riding a road bike in traffic wearing 6oz of lycra and a little styrofoam beanie. And I routinely hit 35mph, 40+ if it's hilly, and I've seen 55 once or twice. That's on a 17# carbon fiber bike with tiny little brakes and a contact patch the size of a dime. It's like trying to stop a cruise ship from 35mph especially if there's any sand on the road. So I feel a LOT safer going ~40mph on a moto than a bicycle regardless of gear. Easier to stop, easier to turn, easier to be seen.

Just need to clarify.
A Helmet is #1 for me on any kinda REAL ride.
If I am just riding the 50 up the street at 25mph I would do it without a helmet before I did it in shorts. (or using it as a pit bike at the track, but then again I have ridden the pitbike in shorts...)
