Rule #4 states that all campers must be moveable and registered by Oct. 31, 2010. For Massachusetts residents it means registering it for one month then renewing it again as Mass trailers use Dec 1 to Dec 1 as a calender year. Found this out today as I was complying with new rules. And it is not cheap as Mass charges by weight. Just great.

MA trailer registrations fees are reduced by half on or after september 1st, so it won't be quite as bad as you are anticipating.
