OBD II Goes Live December 1, 2006

As of December 1, 2006, the pass/fail status of OBD II for all vehicles 2002 model year and newer goes live.

All 1996-2001vehicles will remain in the advisory mode until July 2007.


As of January 1, 2007, all inspection stations (motorcycle stations are exempt) must use the NHOST unit for inspections, regardless of the number performed.


As of December 1, 2006, the sticker process for 2002 and newer vehicles is as follows:


If the vehicle:


Passed a Safety Inspection and Passed an OBD II Inspection

Issue the vehicle a complete sticker (month number and backing/border).
Give the customer the Vehicle Inspection Report (VIR) signed by the mechanic.
Rejected Safety and Rejected OBD II

No sticker is issued.
The customer has until the end of the inspection period to repair the safety items and 60 days to repair the emissions (OBD II) items.
Give the customer the VIR signed by the mechanic.
Rejected Safety and Passed OBD II

No sticker is issued.
The customer has until the end of the inspection period to repair safety items.
Give the customer the VIR signed by the mechanic.
Passed Safety and Rejected OBD II

Only issue the adhesive number sticker indicating the birth month of the customer or the month the inspection is taking place. No backing/border is issued until the vehicle passes OBD II.
The customer has a 60-day period to complete the required emissions repairs.
Give the customer the VIR signed by the mechanic.
Upon completion of emissions repairs and necessary drive cycles, an OBD II retest must be conducted (first retest not charged to original inspection station).
Upon successful passing of the OBD II retest, the backing/border is issued appropriately.
