Technically it's illegal here due to the Fourth Amendment's unreasonable search and seizure clause... but the Constitution doesn't seem to have stopped the government from doing what it wants in quite some time.

The only reason we ever got to find out about that was because someone blew a whistle, nothing more. Be assured, had nobody come forward this facility would still be operational.

I'd put serious money on there being a similar system in place without general knowledge already.
Given the existance of systems like the Echelon signals intercept network (Once wandered up to the Cornwall station, impressive stuff from outside the wire), it's pretty likley
