not shady at all. he literally presents the vin to the powers at be to show that the bike isnt stolen, then goes to the registry to actually get the bike titled in YOUR own name .. "selling it back ".. its completely legit as csmutty said, its just how some states are . Utah allows this.. im just proof that it works.. he says he can do anything. no matter the year. new stuff just takes a bit longer..
