on-bike helmet storage

I saw the bilt helmet bag, but are there any weather resistant helmet bags that can be locked to a bike, and stored easily?

ideally like to stay under $50...was thinking tail bag, but they just get in the way for occasional pillon riding in a pinch

when I commute, the helmet stays with the bike because I work in a high risk profession where we can't bring anything to work aside from what fits on our body...but after a year of sun, rain, sweat, rubbing against the tire, and somehow collecting some chain lube...my old helmet it plain junk!

Sounds like you want a Givi-type box on the tail. Might blow the budget but I'm sure you can find some used gear on Ebay.
