I have been on YouTube a little looking for a fix…the light will flicker very quick when I plug it in and then it goes off…I think the light would come on even if you’re not connected to a battery but it would just be solid red I think…have found people with the issue where it will light up but won’t charge and people replace the capacitors…would it be the same fix if the light isn’t turning on at all?

connect a meter and check if you're at 12v
the fuses are mounted to the lead sections if i remember correctly...the lead i have been using is a 12v socket plug cause i plug it directly into the 12v socket on my scooter which doesn't have a fuse unless it's housed inside the plug itself...i want to say this tender is older, maybe from 2004ish
so this morning i grabbed my sears tender from my shed for the mower and put that on my scooter...would not charge either and i know that one works as i plugged it into the mower to check beforehand...so i popped the front cover off the scooter and dug around and found my multimeter...pulled the 1A fuse on the 12V socket wire...checked continuity...no beep...grabbed the pack of 1A fuses i had and tested a new one...beeped...plugged it in and magically the old battery tender jr worked...i plugged in the sears charger and left it for a while...came back and the red light was on...pulled the front cover back off and it had popped the 1A fuse again...replaced again...and decided not to use the sears charger in the 12V socket on the scooter anymore...plugged in the tender jr and it's currently charging...the sears charger works fine on the battery leads but just doesn't like that fuse on the 12V socket...lesson learned
If you use a battery tender harness to your battery replace the stock fuse they give you with a 15amp fuse that way you can run your heated gear off the lead using an adapter. If you have a jacket and gloves and use the battery tender 7amp fuse it comes with you will blow that fuse using the lead for heated clothing. Ask me how I know and how much of a pain it is to pull tender lead out of a modern Harley.
