i think your talking about the stator cover? if so ya you can take it off and get it painted. i dono how much oil you'd lose, but just top off if you lose some. no biggie

no i'm keeping the frame how it is.. I just thought the black cover thing would be considered part of the frame and i just want that cover thing painted..

Just drain the oil before you pull that cover and you shouldn't make a mess.
Ok might be a dumb question but how do you drain oil... I want to do it myself without my boyfriends help LoL...

If you still have your owners manual it should tell you how to change the oil or at least where the plug is. I don't know that bike first hand, but I bet you have to take off the lower fairing and it will be a bolt on the bottom of the engine.
