Front sprocket(OEM) "floats" on countershaft even though bolt/washer(OEM) torqued to spec. Basically countershaft length or amount it sticks out of transmission is more than the diameter of the sprocket. So, face of countershaft makes contact with washer and there is no contact with the sprocket and it wobbles on the countershaft.
Is this normal?

That is definitel NOT normal. Is this an aftermarket countershaft sprocket?

Ok, I have seen the fiche. It is a little different setup than the Suzuki's I usually work on, but it sounds like the width of the sprocket is too thin. Is this the old sprocket, new sprocket, or both? On a Suzuki the trans shaft is threaded and you can just tighten more. This setup actually bottoms out.
Sounds like you got either a 525 or a 520 sprocket my man.
The Superhawk uses a 530 chain.

Mechanic that has been working at a local shop rides an '01 Hawk. I asked for his advise and we proceded to the parking lot and removed the slave cylinder/countershaft cover. on his bike..the sprocket does indeed have a little play, just as mine does...His bike's chain and sprocket are O.E. M.....Same amount of play...The D.I.D. chain is O.E.M 530., sprockets are for 530 chains...sized agin the originals.
