Hey all,
Moved to Bellows Falls last september to start up a small coffee shop from Canada. The bike came with me and for a few rides here and there I decided to wait 'till this spring to do the DOT thing.
My license is all taken care of but I need to get a new Vermont plate and a title. The bike is a Canadian spec. Ninja 900.
What is the order of events? DOT with paperwork then a safety check? Do I need to show proof of insurance when I change the title?

Vermont Motor vehicle is a very small operation, so they should be very helpful in assisting you with whatever you need. (heck the health department is so small that when I took my paramedic test, the head of the department called me on the phone the next morning personally to tell me I passed!)
You'd be best to call the state office because of the international stuff. Your local office might not be as familiar with the procedure.

Things here in VT are kinda ass backwards from other states.
Usually for the reg and title bring your old paper work to the DMV, fill out the new paper work they give you, pay the fee, and they issue you the plate, and within 10-15 days you get your stickers and new title.
Inspection standards vary from shop to shop, but if your bike is 80% DOT legal you should be fine. Most issues revolve around custom lighting and tire wear.

Registering a bike in Vermont is easy if it's a US-spec bike -- all they need is a bill of sale and filled-out registration application. For a Canadian bike, I don't know... technically, you need to import the bike, and that can potentially get complicated.
Wingerdor is right, best bet would be to just ask the folks at the DMV. My guess is that it won't be too complicated, but might include converting those parts of the bike that are not US-spec to be compliant... or they might look the other way since it's not a new bike. But you'll probably need to pay tax on the bike's book value, in addition to the registration fee.
