Just went and looked at an 05 zx6r, has 13k miles and a bunch of little stuff wrong with it but runs really well:
- brake lights dont work
- needs a license plate light
- aftermarket plastics, dont really line up perfect (not a huge deal)
- needs rear pads
- painted tank, looks like it had some dents in it and was bondo'd over; not really sure
- some scrapes on the pegs and rear sets, so i would assume it went down but the frame is fine
It's at a dealer, and I could probably get it for around $3000; Just want some input from you guys, if this bike is a good deal at $3k or eh? I can fix the little stuff, i just dont want to put more money into something that's not worth the investment.
Nope. That's an old trackbike/racebike if I had to guess.

I see 3 reasons it would fail inspection.. why would a dealer sell something that won't pass and would come back to bite them? Unless it's an as is as shown no warranty
Nope, no warranty. They're wholesaling it, saying its not worth their time to invest man hours into fixing the little stuff vs just selling it how it is.
That would make sense though, if they knew it was beat on a track, this is the only way they can let it go without any kind of warranty; Kind of dodging the responsibility of the bike after it leaves their shop. Interesting...
I saw that cl ad. I would not drop that kind of money on a bike that would not pass inspection.
Run far far away. You can get a much better deal on a bike let alone one that actually passes inspection.

When looking include the following for a quick sale
1.) Truck
2.) Ramps
3.) Cash
This shows your serious and slapping a seller in the face with cash makes him/her motivated to sell.

I'd pass at $3k, but if you sorta like the bike and don't mind tinkering, I'd toss them a lowball offer of $1000-$1500

Might not be a trackbike....my guess is its a badly unserviced, rashed up street rag thats never had its suspension touched.. Id walk at 3k. I might bite at 1500 though.
For 3k you can buy something thats ready to rock, keep that for a while then trade it or whatever. But not one thats gonna shit on your ride day.

Why would any bike ever need new rear pads? Ever?
If sold in MA, the seller is legally responsible for making that bike pass inspection. So they would have to provide (but not necessarily install) pads, lights, etc that weren't working.
