Well if that is true, good on em. For a few reasons. I'm NOT a fan of making the rules fit the bike, for the bike's survival. See Ducati, and definately see many years of HD and flat tracking. I AM a fan of making a bike to fit the rules.
Again, if this is true, and Honda has examined the rules as you know they would, they will build whatever it takes, to take the best advantage of the rules or so they hope. You get to buy the results. If Ducati played the game the same way, they still would be making great twins, and maybe Eraldo Ferraci would be tuning 4cyl MVs AND Ducatis.
