There are people out there who are stealing bikes, grinding down the vin and replacing it with a vin they got from a seller on ebay/craigslist. WERA boards right now are having issues with stolen parts being fenced on there and re-vin'd frames are among that problem.

I would still not have an issue giving out a vin though.
