That's pretty standard, well, at least up here. The insulation helps to isolate it a bit which of course keeps it a little less damp as it is not as cool.

I understand the standard part/code but with it being unconditioned space it shouldnt make much of a difference.

I have a degree in civil engineering and I do construction for a living. I am just curious. Always looking to see how people do things differently.

About 8 inches over the original footing. Pretty sure it is 20 inches thick.

slab is probably 8 inches thick at the most, maybe 24 inches with the footing together. there is absolutely no reason to have a slab that thick. most house, basement slabs are only 8 inches. look at the boots of the guys in your picture, about ankle height, assuming around 4 inches, with the rebar in the middle, 8 inches sounds about right.
there is tar/sealant applied to the outside of the wall, then foam board is put on to help insulate. helps keep ice/water from pushing into the concrete too much and help insulate it to keep it from cracking. should be backfilled with sand to help water drain, on top of perf. pvc pipe, with some 3/4 or 1 inch stone around it, wrapped in fabric for a footing drain.
my family has a construction company (gramps/dad/bro work it). I've helped/worked on foundations, septic systems, curtain drains, slabs, precast boxes etc...

if you measure what's exposed, you aren't getting the true slab thickness. You'd be measuring the footing along with the slab, or as in the south side of your slab, its a little thicker because there is no footing. so to speak, the footing is poured into the slab similar to if you had a floating slab.
floating slab constructions would be probably 12-16 inches on the outer edges with hoops of rebar as a "makeshift" footing. they will also pour the concrete on top of foam board to insulate the floating slab as well, similar to what they did on the sides of your foundation.

Foam for a thermal break under the concrete slab is not necessary. It couldnt hurt but not necessary in such a basic structure.
For such a basic building I wouldnt be too worried.

That is the main thing I had to come to grips with.
I trust my Dad, he came over and looked at it and said that is MUCH better than the way it was and it should be good.

don't be scare when the floor cracks though, its going to happen at some point, almost all concrete slabs/floors do, its normal.

Yup and that is what rebar is for. Whatever ANYONE tells you dont even let them say fibrous concrete is sufficient with no welded wire mesh or rebar.
