Anyone who inspects bikes should pass a bike without blinkers as long as there is no switch for blinkers.
Turn signals are optional.
From the inspection manual:
4. Turn Signal System
MTC 7.4
a. If equipped, two (2) lamps permitted visible from the front and two (2) lamps visible
from the rear.
"If" being the key word.

I thought "If equipped" meant if the bike came with it stock.

Both Roadside and LandAir told me they won't inspect a bike with non-DOT lenses or directionals. They also told me they would inspect a bike without directionals. Because I bought a (used) bike with aftermarket front directionals and integrated turn signals in the tail light this was a PITA until I found an inspection station that preferred that I have non-DOT turn signals to no signals at all.
Two years ago I removed the turn signals and put a DOT lens on the tail light. Roadside inspected it like that.

But I still think Trouble is right... they are not required as long as there isn't a switch or bulbs on the bike.
