Looks to me like the problem wasn't entirely the setup of the turn but also the lack of safety measures...? (hay, airfence, etc...)

The problem with airfence on pavement is there is no way to anchor the bottom to the pavement (without making holes in the pavement). When I crashed in turn 2 in 2004 I went completely under the air fence and was a little freaked out because I could not move and the world was dark! The bike had hit it first and lifted it up and then I went in under.

Holy crap, I think I remember that! Had the same thing happen to me coming out of T12 (same year too), but just one leg and one arm went under. I had a bitch of a time tring to get out from under it after I realized what had happened.
