Looks to me like the problem wasn't entirely the setup of the turn but also the lack of safety measures...? (hay, airfence, etc...)

The problem with airfence on pavement is there is no way to anchor the bottom to the pavement (without making holes in the pavement). When I crashed in turn 2 in 2004 I went completely under the air fence and was a little freaked out because I could not move and the world was dark! The bike had hit it first and lifted it up and then I went in under.
