I know for Suzuki contingency you have to have give your VIN to get paid...

I heard NJMP. They can confiscate your bike if they are suspicious?
I only ask because I have built motors with new cases with no engine number and also put bikes together with brand new unstamped frames?
Id also like to know how a track can check VIN and engine numbers when running an engine number is virtually impossible for the average Joe.
So far, only been asked in connection with contingency.
Update: no experience with NJMP though.

For manufacturer contingency I completely understand. I'm concerned that a track or racing organization may be looking for stolen bikes and/or parts. While I understand that they have a right to ask anything they want, and bike theft is a problem, I'm concerned about the fact that they say they can confiscate equipment on a hunch.
If I buy a motor on ebay, I have no way to know if it's stolen. i could have a bike confiscated without recourse?
Does their system support Japanese characters and under-sized VINs?
I have heard that about NJMP. I was told that a crash resulting in an ambulance ride will trigger a look at the bike. Doesn't make sense, and this is totally second hand information that I have not attempted to confirm.

I had to give my VIN at NHMS in tech for a 3rd. Might have even been in Novice. I didn't ask, wasn't thinking much about constitutional rights just then.

No VIN on a new frame is a lot different than a stolen frame with an altered or removed VIN. Those bikes imported without a stamped 17 digit VIN (RS125's etc...) that are for offroad use only would have to go by a frame number, engine number etc...
As far as constitutional rights goes, VIN's are public information and placed in publicly viewable places. This is called the P-VIN. There are other spots on some cars, trucks, trailers, motorcycles etc...where the VIN is discriminantly placed and harder to get at without disassembling the vehicle to match the numbers. Car VINS are usually located in three places; windshield, drivers door on the frame, and somewhere else.
Private entities would have no power to seize a bike from someone that they suspected as stolen, only LE and special designated gov't entities have that power. The worse they would be able to do is deny you access to the track and call a PD to make a report.
As far as parts from ebay etc... The state has to prove that the person holding the stolen item (say a motor you bought off ebay) would reasonably know that the item was stolen. If you bought it from ebay and had no idea it was stolen, you would have deniability and a paper trail to prove otherwise. If you bought it from some guy out of the back of a van three states over, it would be tougher to defend.

No, the way it works in real life is IF the police have reason, they can check on these things.
This is a case of the track checking engine numbers and then calling the police if they suspect something. The difference is in the checking without suspicion. Now, I know the answer would be "don't like it, don't race". I'm only trying to find out if anyone has ever had an engine number checked because I heard a rumor and I'm surprised that it would happen. Surprised that a race track or organization would have access to the database of engine numbers/vins and surprised that a track would be interested in the first place.
Stolen bikes/engines being reported in the area is reason enough to check. But they'd probably be looking for numbers reported as stolen.
Not me and I haven't heard of anyone getting checked (but that doesn't mean it hasn't happened). Now please put your pitchfork down.
