Aren't spec classes usually aimed at budget minded people to get into racing? Competition by taking $ out of it? Seems dumb to do that with a 10k Harely. Maybe they're looking to attract Harely riders in to the sport?

I was never a racing fan until I started racing. I never knew Harley's were popular racing machines in the dirt track world. I never knew they were road raced until I saw Robs at the track.
Its good advertisement for both Harley and DMG. Maybe you'll draw a Harley crowd to the roadrace community, and Harley will draw some fans that see they're not all accountants playing dress up and getting in 26 bike pileups on the highway.
AMA Pro Racing used to have a 883 class. This isn't something new. Anything to get the millions of motorcycle riders that don't currently know shit about AMA Pro Racing to the track is okay with me.
