MotoGP test ban?

This is the first I've ever heard of this. What is the MotoGP December 1st test ban all about?

it's been that way for awhile. it's an enforced off season to prevent the factories from testing year round. i'm not 100% sure but i think it was a way to help the private teams that can't afford to test every month. ban runs till feb. than it's back to buisness at usual.
