Can someone post a link to 2012 race numbers for lrrs so I can see what's available? Also, do I have to go through penguin before I can apply for a license/number?

I remember someone posted something last year, but just wanted to see an updated list.

An updated list isn't published that I am aware of. I wouldn't worry about it until you get to the track and take penguin. And yes you have to take penguin before you can apply for a license and race number.
