For bolts that cant be safety wired and silicone is going to be used, is there a specific type, or can I go into an auto parts store and say, hello shopkeep, I would like to purchase some silicone, and not the kind to enhance my bust.
Is silicone the new safety wire? How can a bolt/nut not be wired???

I've mostly seen it used on cam bolts and valve cover bolts.

Torque things per manufacturer's spec and you won't have a problem.

dude, I'm not safety wiring or siliconing every bolt that holds on each engine case. It doesn't say to do that anywhere in the rules, just the drain bolts/oil filter bolts etc

Not all the case bolts. Theres 2 fucking huge ass bolts, recessed into the center of the case. Those. Oil is behind them. Eric siliconed them. I figure I will as well.

If you have a Honda with those covers, buy billet ones asap, the stock ones are super brittle and crack if you so much as look at them funny. As far as safety wiring them... beats me?
Drill in from the top plane at an angle, to the hex hole, then wire tie to the nearest post.
KB did mine.
If you would like, I can explain what happens when you just silicone it like WERA made me do... and then I thought I was OKEY dokey...
