If determined that what you had was in fact stolen, it would be seized as evidence and either returned to the owner, or, if insurance had already paid out to the owner, the insurance company becomes the victim and they usually put the item up for auction. If you had documentation for what you thought was a legitimate sale then you would not be charged. In VT the state must prove that a reasonable person would have known the item was stolen. receiving stolen property
I'm not sure how other states laws are but that is what we have for a procedure.
That being said, if this happened to you and you thought you were buying a legitimate piece of property, you would then have a civil suit and be named as a victim in the criminal case as you were defrauded as well.
I go along with it. With conditions. If they find a thief they are required to throw them in a woodchipper. No probation and rehabiltation crap.

Clarification on non conforming VIN's.
If a vehicle has a 17 digit vin, it can be entered in a nationwide database called NCIC as stolen. Its a national database for stolen/missing property/people. If the vin doesn't conform, it can still be entered as stolen so when checked through the system, the serial number (non-conforming VIN) would still pop as stolen. Engine's could be entered as stolen property if the owner reported it stolen and had the engine number to have it entered. If the owner doesn't the serial number, it can't be entered into the database.
Also, if it's a custom machine and you would like it to have a VIN, state DMV's will and can issue VIN's to frames, bodies, etc... If you custom build a car, with a custom frame, in order to have it registered, it must have a VIN to get plated. Same idea with an off road bike. If you want one bad enough, they can get stamp it for you.
The whole system is much more confusing but thats a reader's digest version of it.
not sure what state you wanted to check but the link below will do a basic lookup for MA titles. it'll tell you the lienholder(s), if any, and the title status (clear, salvage, etc).
