I got a set of Carbone Lorraine C59 Front Brake Pads for the SV.
I remember hearing that you should scuff up the rotors with sandpaper and then use brake cleaner. Is this correct?
If so, what grit sandpaper? My shop manual doesn't mention this step.
Also, for a track bike do you use the brake grease on the back of the pads?

What do you currently have on there?
Can't say I'm 100% positive, but from what I recall, it's only necessary when changing pad compound type. Ie, sintered to ceramic or vise versa.

Scuffing the rotors certainly won't hurt... but I wouldn't bother unless I had an issue.

If you are going to scuff, go with 600 and dont press hard and clean thoroughly with brake cleaner after.
I second the cleaning of the caliper/pistons.
All the crap that gets built up on them gets pushed back into the seals. It can cause the pistons to stick. I've had them stick on and drag and stick in an have way too much lever travel.
I found a tooth brush and fresh brake fluid and a clean rag works pretty good. I've had someone suggest a pair of pliers that grab the inside of the pistons to spin them so you can get all the way around but I have not tried it. I've also taken the pistons out and cleaned them but that was only because I was having an issue with them.

I know my pistons were not coming out evenly. What are the risks of removING the pistons completely to clean them other than air bubbles?

you have to use compressed air.
as soon as the 1st piston pops up from pumping your lever, you lose all pressure in the lines. so you'll have to use a C-clamp to hold that piston back in place, and use compressed air to pop out the other pistons.
like he said, aim the calipers in a trash barrel, as they will shoot out quickly.
