Long story short I botched the timing on painting and clear coating a recent project. Just put down my firs coat of clear, on one portion everything was perfect on the other portion I fucked up the timing between coats so the clear is giving me the wrinkly/cracked look.
Question: Am I okay just to wet sand down the portion I screwed up and then go back to clear coat or should I wet sand, then apply another layer of base coat then clear again?
The base coat is just a dark machine grey, not metallic or anything special.

You'll have to spray another base coat, mainly for the fact that you'll likely sand through part or most of the existing base coat trying to get rid of the wrinkled paint.
