This. When I was getting my Tiger inspected Sat, a guy wheeled in on a late 70's Puch moped*, in decent but not pristine condition. He felt he'd gotten a good deal at the "pre-season" price of $500. If you think that's bad, try and find a used Honda Ruckus for much under $2,000.
* He bought a flat black helmet. Was not wearing gloves. I shuddered.

Lol I'm looking to spend like 300! I got one for free in HS and rode the shit out of that thing til it died.
You can get a stock 70s Puch Maxi for like $300 or so if you find the right person. The cheapest bet is finding someone older or dumber and far away from cities, craigslist. My 88 Jawa 210 was $200 but It took a fair amount of work to get running right. I paid $500 for my 77' Motobecane but I also got a partially built kitted motor that I finished (70cc Pamakit top end, aftermarket variator, Leovince pipe, etc) it goes 60~ ish.
