so i bought a scooter. no problem it is a 125cc, fun little runabout. so i go to register it (have to because anything above 50cc in mass is a motorcycle) Well I have gone to the Massachusetts Registry of Motor Vehicles three times so far to register my Geely Jl125t-20 to no avail. first they said they needed a picture, so I provided them with one. Then they said they were classifying it as a mini-bike or pocket bike, so I disputed that. then they said it was a medium speed motorcycle, so i disputed that. now they are saying that Geely is not a recognized motorcycle manufacturer and are refusing to title the bike! i have a clean new hampshire title, signed over to me, a valid motorcycle endorsement, and proof of insurance. Still they will not budge. does anyone have a scooter registered in massachusetts? If so how? because i am hitting every road block imaginable!
Just ride it. I have to believe no cop is going to pull you over becuase nobody registers scooters anyway. How are they going to know how many cc's it has?
Lets see the pic you showed them.

Yep has a VIN number and everything.
That is an issue with MASS RMV.. They suck. There are so many scooter brands and the RMV doesn't acknowledge them. It cost my buddy $3,000.00 and a lot of time because he had a customer that couldn't register the scooter he sold them. Got a buddy in NH that will register it in his name for you and let you 'borrow' it?
That looks like a 59cc Scooter from here. Get the little sticker and dont drive it like a mad man you will be all set

Most cops don't understand and will ticket you.... I carry in my 50cc scoot the RMV ruling on why it does not need to carry a plate... I have been booked... one cop said to me you can't move that (outside my local coffee shop - the cop on traffic detail), it has no plate... After discussing it with him - he said you still have an unregistered vehicle on the road.... I hopped on, about to ride off. He said," move the bike and I will arrest you and we will let the magistrate sort it out".... as polite as possible, I said - "I will call the police of chief and tell him his officer is making an unlawful arrest" (as I pull out my cell phone). The conversation went a little down hill from there!![]()

NO,
you can't register a "scooter" but you can ride it the road...

if it is a sit on style is less than 50cc then yes it does. the law you quote is for mainly stand up razor style scooters. the typical 50cc street scooter does need to be registered as it is considered a motorized bicycle because it has an automatic transmission.
"
Any pedal bicycle which has a helper motor or a non-pedal bicycle with a motor that does not exceed 50 cubic centimeters of cylinder capacity, has an automatic transmission and cannot go faster than 30 miles an hour meets the legal definition of a motorized bicycle. Mopeds fall under the category of motorized bicycles. Motorized Bicycles are regulated by a registration process with the RMV. Applications can be downloaded on-line at www.mass.gov/rmv or are available at any branch. Operators must have a registration decal affixed to the rear of the vehicle and are subject to the following operating restrictions:
*Violations of motorized bicycles operating restrictions are subject to fines of up to $100."
- They cannot be operated at speeds greater than 25mph.
- Cannot be ridden on state highways or limited access roadways where signs prohibiting bicycles are posted.
- Cannot be ridden on off-street recreational paths but can use bicycle lanes along roadways.
- Operators must use the proper electronic and hand signals before stopping or turning.
- Operators must be 16 years of age and have a valid driver's license or learner's permit.
- Operators and passengers must wear approved safety helmets.
- Operators are subject to all state traffic laws and regulations.
- Operators cannot carry a passenger while operating on a permit.

basically a 49cc and under is registered as a Moped and has to have a moped sticker on them it's good for 2 years about $40.00
I guess the rules have changed....must go drag out the DMV form in my scooter where in 04 it stated less that 50cc, no manual gearbox blah blah - no need for registration.....
I later registered the 50cc Aprilia scooter due to RV travelling to differt states where ever state rule is differnt....it was easier. I had no problems registering it.
At MotoGP in Indy this year...2 , dark, heading from Speedway to flat track ended up on a freeway - that was interesting....

No registration refered to not needing insurance and a plate.
