I would like to see if I can get a smart phone but not a data plan
I could have the phone but use data when in a hot spot
As phones are real money I am asking direct knowledge not theoretical probabilities

The only thing you are going to get on Verizon that is "unlocked" would be a jailbroken iPhone which I have no idea that even exists on Verizon. Probably does but you'd likely have to buy third party.
Android has a rooting option but that does not "unlock" anything other than free wifi tethering and getting rid of crap applications. I do not believe any carriers sell anything that will rely strictly on WiFi. They did in the past when the mobile networks and data plans weren't as popular, which is what I believe you are asking for.

Unlocked means that the phone can be used with another carrier. Which is mostly moot for Verizon as the network is CDMA, you could use it on Sprint's network but most of the rest of the world is GSM.
Verizon won't allow smartphones on their network without an attached data plan. Buy a dumbphone and a cheap tablet PC. I believe that's as close as you're going to get.

A smart phone without a data plan is just a phone.
Your not going to get any smart phone locked or unlocked on Verizon's network with a data plan. Due to the fact that you have to give them an ESN. The ESN gets traced to what type of phone it is, and once they see it's a smart phone, then they automatically make you chose which data plan you want to be on...I know this well...bc I do![]()

I have a VX6900 no data plan but the F's at Verizon actually had them produced with the wifi chip removed.
One of Verizon sales girls said it could be done but she did not seem to be the sharpest tool
If it was just me I would get 4G and drop my cable modem but there are 4 of us.

Everyone is not out to get you, despite your insistence that they are.
Verizon is going to a tiered plan, similar to the one that AT&T has. For most light data users, this will actually save them money. The ones that will be paying more are those that are illegally tethering using PDAnet and others like it. Also, they don't charge you for data when you're using wifi, which means you use no data at home, so I don't see what the big deal is, especially with the way you're intending to use it.
