Sure, if he's going to hurt business, an informal memo or email may be in order.
Just try being a little less verbose, drop the buck two ninety eight words and clean up the sentence structure.

I say stay out of it and let him dig his own hole. You will thank yourself in the end. Nothing good will come of you sending something like this. If in fact he is as bad as described then the company knows already, and you putting your 2 cents in will just make you look like an ass.

Not sure if you are looking for a critique or not but here's my thoughts.
depending on your relationship with your boss etc.. I would obstain from using cuss/swear words in a formal letter of complaint.
Also, if you normally talk with all those big words in your vocabulary, go for it. If not, I would just keep it in simple english. Sometimes what are thought of as simple workds are much more effective at conveying your meaning and the reader of the letter won't think you are trying to just use big words to impress him/her.
I have learned through leadership class/training/union relations and also being a supervisor and a cop, that you need hard facts, dates and times, to really back your story. also it would be a good idea to put in (if you have) attempts to correct his behavior that have not worked (again with dates and times if you can remember). If you really want him to be gone, this is the route to go. This way, it shows that you have tried to correct the problem, or that others have, and its not working. Gives a track record/history of problem behavior, and it also makes you look better, showing that you have tried to help the dickhead.

You're better off throwing out the job related stuff and just talking about how you feel he's endangering you and others. Everyone complains about their boss, that's not going to get you anywhere. But being put at risk will, because that spells major liability, which is a serious four letter word to any company.
Also,
Taking big words out of a thesaurus and putting them in a letter is a good way to appear like you're trying to make what you have to say more important than it really is.

I am very much in a good relationship status with my Field Manager. Outside of work we are friends and have hung out drinnking and such.
Instead of sending this long ostructive letter I spoke to him on the phone and expressed my concerns. He knows very much what this guy is like, but is stuck with him because we do not have enough qualified Field reps.
The project manager is also good friends with my Field Boss and discussed the same issues with this guys attitude and performance in front of the customer as well as the attitude towards the customer. He also mentioned the little episode where the Saudi MP's threatened to arrest him at the gate that day.
So a manager has backed up my experience on site.
Still besides them talking to him yet again (Without any change) I am afraind nothing will change.
My boss can not promise that I will not have to work with hom again, but said he will do everything he can to avoid it.
& today on the way to the job site he yet again antagonized another driver after they drifted into our lane on the highway. he pulled up next to him waving the finger than swerved towards the car as to cut him off. I told hhim to cut this shit, and continue on the the job.
If this happens again I will wake up in the morning call my boss and tell him I am not going to the site unless I am athorized to get my own car. This repair project is already cost them 1/2 mil so they asked if I can commute with him and sace a little $. But may have to tell them due to this situation they are going to have to ether get me off this site, or loss more $ on another rental car. I really don't want to drive here though. These people are idiots, by far the worst drivers I have ever seen. It puts a whole new aspect to the term driving fast and furious...
