Had a local come look at it from CL, haven't heard from him in a couple days. Was going to be for his grandson. Apparently they turn these into Motards and run endurance races at OVRP.

the endurance races are pretty rad, but man - these things are built to $5k bikes in the mod class!

I nudged my nephew about it, we'll see... still crazy travel until Feb
(currently I have 20 segments booked on airlines in January).
