In my experience, the more shiney the frame/wheels/swingarm, the more the bike has been beat and maintenance has been ignored.

Has the frame been polished? I can't honestly tell, just looks like sum hitting it.
A polished swing arm and wheels and stickers are easily fixable but a frame is a no go.

It's also hard to find first gen silver framed that haven't been completely fucked.

Don't mind a project esp at the right price.

Eh. Some people just can't be bothered; bought plenty of bikes that way.
If the VIN is clear I see no issue. Just mail in the paperwork to VT and get a plate and reg.
Even better, duplicate titles are only $25

Yep, that's an RSV mille. Definitely known for electrical issues but relatively easy to fix.

The 1st gen Rsvr is pretty much bulletproof. Sprag clutch goes sometimes and there a connection to the regulator that needs fixing. This ones a standard model no OZ wheels or ohlins suspension. The re paint is a negative. In good shape with stock paint it's only worth$ 3500.00 max.
