I thought the whole point of the tubing over it was to prevent it from damaging the finish on stuff it would rub against. I guess it would follow that rubbing could weaken the wire also. but I just don't see much point in it otherwise and I see it on a lot of rear axles.
I have a bunch of clips but never used them. After trying to switch wheels in a hurry to get back out for a race when rain started I thought about using the clips.
and as far as turning the ends in I was told it was so it doesn't cut anyone, especially corner workers picking the bike up after a crash. There's really no chance it would just snag on anything other than maybe a pant leg or something when people are walking by in the pits.
