i have a budget to stick to and of course will not be able to get everything on the wish list.....the clipon riser is in my top 3....my question is, how important is this on the track? does this really help in controlling the bike and less fatigue? is this really one of the upgrades i should prioritize?

If the OEM bars are uncomfortable you may want to spring for some aftermarket clip ons and gain the adjustability. I ended up going back to OEM handlebars as a result of clearance issues that I didn't feel like sorting out.
Outside of that, IMO, I don't feel they are a necessary upgrade unless you crash a bunch and actually require a small stock of replacement bars.

I have a set of convertibars
What size fork tubes you have
these came off an 05 gixer 1K
OK I will double check but believe they are 50 mm
Look up convertibars
These have the clamps and the clip ons they can rotate front and back and go up and down. They do NOT have the joint where the clip ons go from vertical to horizontl it is at a fixed angle.
Kit cost me $500 how about $150 ? OBO
I order to clear the fairings at full turn you will need 1.5"(I believe) rise anyway, how high do you wanna go?
here's my experience with them
I had straight clip-on's on it but there's no way you can turn it all the way without scratching your knuckles or your fairings, it's rideable, at least on the track
but even with the 1.5" risers you might wanna get aftermarket brake lines cuz the stock ones are short when you put the risers on and you'll have to play with the brake reservoir bracket(bend it slightly)
I haven't tried but the 1" riser might work...

I would go for other upgrades first.
My list order would be.
Frame and or axle sliders. (Woodcraft, Rhino)
Rear Sets (Woodcraft)
Levers (Pazzo, ASV, or FP)
Clip-ons. (Woodcraft)

Convertibars go
Up and down
Back and forth
Any angle
