SO, I bought an XL1200R and the BPO gave me the title. It is a MA title marked "Memorandum - Non-Negotiable" and included a motarized letter noting that the lien on the bike had been released.
Took it to the RMV with an RMV1 form and they wouldn't accept it. They said at the counter that they needed the previous title, which happened to be from Hawaii. The title # is referenced on this one. He was a soldier stationed in Hawaii (now out and working in MA) when he bought the bike.
The RMV website says:
The bank he had the loan with should have the Hawaiian title, or might have to get a replacement. This could take a while and I won't be able to ride the bike until it is received. No biggie as I have tires, shocks, etc on order. It's riding around in the back of my van, like a Harley should.A Memorandum Title is a non-negotiable title issued when a vehicle is brought from out-of-state to Massachusetts, has a lien and the lienholder is in possession of the out-of-state title. A Memorandum Title is not transferable unless accompanied by the out-of-state title.
So if you are buying a bike in MA or other states where Memorandum Titles exist, be sure you have the prior title as well!
