Mount it in a back pack and run a hose up, that might be feasible. This would be hard on the neck, and it makes you look like that freak in Batman.
EDIT: It uses evaporative cooling, I didn't read the whole thing before. But cooling is based on ambient wetbulb temperature and the lower the wetbulb, the cooler the air can be to your helmet. Hot humid days (when you want the cooling) when the wetbulb (and dewpoint) are high, there will be little to no cooling, in fact this would make the air more humid.
