Having owned a DR650 that thing looks mint, and already has some decent parts installed.

I currently own a 1996 model (same bike, different color/graphics). I just bought and installed the seat concepts "comfort seat" kit for $170. I hated to spend that kind of money on it, but the stock seat was truly a torture device.
There are a couple of things you can do for little cost: Remove the upper chain roller (it tends to snap off and take a big chunk of frame with it), Grind off the protruding weld inside of the head pipe, Shim the needle, and remove the fuel screw plug to open it up a bit more for much easier starting. And do not forget to loctite the neutral safety switch screws, if this has not already been done!

I would also recommend de-snorkeling and shimming the stock needle. That helped the bottom end quite a bit. Much smoother.

Thanks for the info on the mods. One nice thing about the DR is the mods seem generally well understood. The seat will likely be one of the first things on the list.

As far as the carb is concerned, I'm planning on replacing it with FI - ala mxrob on ThumperTalk. Though, I'll need to find a shop to help with the parts machining for the throttle body and the crankshaft wheel.

If you're buying a later model DR there really isn't anything specific you should look for. Just make sure it's been taken care of. Proper oil changes, valve adjust, etc.
