"It" is a singular pronoun so you only need one. The last item says 2" diameter or larger is legal so you are good to go with a single 4" one.Saf-C 3241.01 Rear View Mirror. Motorcycles shall be rejected if the rear view mirror is found to have any of the following conditions:
(a) It is not equipped with a rear view mirror.
(b) It is loosely mounted to the extent that rear vision is impaired.
(c) It is mounted in a position so that it cannot be adjusted from the driver's seat.
(d) Rear vision is obscured because the glass is cracked, pitted, or clouded.
(e) It has sharp edges.
(f) It is less than 2 inches in diameter.

By the way, these mirrors rule.
That's what I run on the KTM. I just ordered new glass for it because I managed to crack one in a crash!

saw those at white horse gear. i wish they came in a smaller lens though.
When I start my KTM in the morning, rules are broken. Its inevitable...

My interpretation, yes.
If, for example, I have 1 headlight out (I have 2 low beams and 2 high beams) I will fail, even though by rule only 1 headlight is required.(4) The driver’s rear vision is obscured because the glass is cracked, pitted or clouded;
I only need 1 mirror, but if I have 2 and one of them fails to meet the requirements, it fails.
Of course it will depend on the individual inspector, but it is "failable".
