I've been doing maximum braking drills on my Gen1 SV650. Though I have improved my stopping distances and am starting to get a pretty good feel for the limit of traction I'm starting to notice that it's really hard to be smooth when I am working the front brake hard.
It seems to "load and move" that is, it's very hard for me to be progressive and use a lot of force. To me it seems like stiction in the system someplace. My braking force seems to "ratchet" up in notches much of the time.
For those that don't do such drills (I did braking drills before, but not to the point of lockup or rear wheel lift) let me tell you, a new world of motorcycle adventure awaits!
Any clues on what's going on? Would steel lines help? I'd figured if I can lift or lock then more braking power wont help. Or, more depressingly, is it me?

Peter: "First you have to operationalize with normal is."
Try lubing the shaft that the lever pivots on. I have found that to cause a "notchy" feel before.

Remove the lever and grease all friction points: the pin, between the lever & the perch and where it applies force to the master cylinder itself.

You could also rebuild the master cylinder.
I can get you a kit cheap and even show you how to do it.
Very nice offer, but I am way out in Western MA. I am going to lube the pivots and see how that works out first.
If that doesn't work out I may install the braided lines I have on a shelf but never got to. At that time, since fluid will be out of the system I may rebuild the master.
Start simple, I guess.
