how the fuck can they charge based on the HIGHER of the two numbers? that sounds rather criminal to me? is there any legal basis for this BS?

That's not true, at least not here in Rhode Island. If the bike is newer than 10 years old, you're paying the sales tax on the NADA book value, they look it up in front of you and show it to you at the DMV. If you buy a used bike from a dealer, you'll pay the sales tax on what you paid. I've spent more than my fair share of time at the DMVOriginally posted by T-595 Greg
