I don't know for sure but in the comments it made it sound like that GPS part was worded poorly. I believe that applies to using something where you would be looking down at the phone reading directions off of it instead of something giving you voice commands.
Inattentive driving, regardless of the reason, should be treated as driving under the influence. I believe statistically it is far more dangerous.
Yes, it sucks to have to legislate common sense, but I would rather give up my superiority complex than someones life. It's real easy to say people shouldn't be that stupid right up until some stupid twat drives their Escalade 30 feet into your ass.
I don't think the problem will ever be solved because we won't take it serious enough. That is until a politicians kid or Justin Bieber dies because of it.

to cite for 90/13 you have to prove that the activity in question is currently impeding or has impeded safe operation, which is not always easy to do. the new law is a per se violation, which means the mere fact it is occurring is enough to cite - even if it does not appear to be having a detrimental effect on safe operation.

Saw on the news this morning that in states where texting-while-driving has been illegal for awhile, accident rates have actually gone up. Apparently, people are holding the phones lower while they are illegally texting so that they don't get caught, and this makes them even less attentive than they used to be when they could legally text with the phone up by the top of the steering wheel.
I'm a grumpy old man that lives with two teen daughters and a wife who all love to text, but I'm still trying to figure out why anyone would text, ever. It's like a huge step backwards and it's absurdly expensive. I pay $30 a month for unlimited texting on three phones, and I also work in the telecom industry and know that texting uses almost no bandwidth and should be free.
