Could be f'd up out of the box man. I'd check how straight everything is. I know the rider isn't but that shouldn't effect the barkes.
I'd go with Doug and check there's no shimmy. You could also use a roller depth gauge to check if the rotor is out of round. Kinda how you check forks. You just have to get the forks and gauge fixed on the same plane.

Did you compress the pistons all the way into the caliper when you re-bled the system?

Think I figured it out.
So I throw the bike on the stand, have my dad hold the bars, grab the wheel top and bottom and rock it, and theres DEFINITE movement from left to right as youre looking at the bike. Fuck. Throw on the rain to double check (with good wheels) of course, no play whatsoever. Fuck. Go to put the new wheel back on and think of what Im gonna do. And theres no play whatsoever. None. Fine. So I dunno if something just didnt get seated properly or something or what, but it was more than enough movement to move the pads out. Especially over bumps.
So hopefully its solved. Thanks to all the suggestions and such.
That wouldn't cause an issue in only one specific area of the track, that would give you squish everywhere on the track.
Josh and I rigged the new setup up properly.
I wonder if the spacers or something were not lined up so when you tightened down the front axle nut and axle pinch bolts they were tight, but everything wasnt actually together properly.
Makes sense that the area of the track where you get chatter and bumpity bumps on that thing would really exacerbate the play in the wheel and push the pads out.
